This series consists of enclosures to litigation case files relating to cases arising from enforcement of Title VII of the Civil Rights Act of 1964, which prohibits discrimination by employers, employment agencies, and labor unions based on race, color, religion, sex or national origin. Title VII prohibits not only intentional discrimination, but also practices that have the effect of discriminating against individuals for the factors indicated above. Discrimination complaints were made by African Americans seeking employment with department stores, foundries, newspapers, railways, telephone companies, universities, volunteer fire departments, and other employers. The files document such diverse civil rights issues as racial discrimination by construction unions, back pay for persons denied employment because of discrimination, bias in tests for employment, and sex discrimination. These enclosures contain U.S. Supreme Court and U.S. Circuit Court of Appeals briefs, investigative reports, transcripts of records and petitions, correspondence, memorandums, minutes, telegrams, legal briefs, pamphlets, and newspaper clippings as applicable to each case.

The Civil Rights Act of 1964 (Pub. . 88–352) outlaws discrimination based on race, color, religion, sex, or national origin. The bill was called for by President John F. Kennedy in his Report to the American People on Civil Rights in June 1963 but opposed by filibuster in the Senate.
